KACI HELP AGENY TERMS OF USE
1 Introduction
Updated January 2025
These Terms of Use establish the rules and conditions under which Agencies, including companies, government ministries and agencies, nonprofits, institutions, associations, political parties, or groups of people (collectively referred to as “Agencies”), may access and utilize the Kaci Agency Dashboard (“Dashboard”).
The Agency Dashboard is an extension of Kaci Help (“Kaci”), a platform designed to bridge the gap between citizens and service providers across multiple sectors. Through the Dashboard, Agencies are empowered to communicate with citizens, review and respond to citizen requests, and manage interactions in a structured and transparent manner.
By registering as an Agency on Kaci, you acknowledge and agree that:
• Your use of the Dashboard is subject to these Terms of Use.
• You will uphold ethical standards in responding to citizens, ensuring transparency, professionalism, and respect for privacy.
• You will not misuse the Dashboard for unlawful, harmful, or exploitative purposes.
• You consent to Kaci’s right to monitor platform usage to ensure compliance and safeguard users.
• Kaci Help is operated in partnership with the FactCheck Initiative (FCI) and IDC Platforms Limited. FactCheck Initiative is a registered non-governmental development organization in Nigeria focused on research, verification and fact-checking, and on securing sustainable funding or donations to support solutions offered through Kaci Help. IDC Platforms Limited provides the technical backbone for Kaci Help, including software development, staff and training management, data protection, and other technical operations required to ensure the app runs securely and effectively.
• Agencies must be duly registered in Nigeria through the Corporate Affairs Commission (CAC), whether as a Business Name, Company, or Incorporated Trustee. The registered name must be used to open the Agency account on Kaci. Political parties, however, must be duly registered and recognized by the Independent National Electoral Commission (INEC), and it is the INEC-recognized party name that must be used to open the Agency account.
• Agencies are also required to maintain current and approved operational licenses, and ensure compliance with statutory obligations including payments and filings with the Federal Inland Revenue Service (FIRS), Industrial Training Fund (ITF), Nigeria Social Insurance Trust Fund (NSITF), National Pension Commission (PENCOM), and any other recognized authority applicable to their operations.
• Kaci Help (“Kaci”) reserves the right to amend, update, or revise these Terms of Use at any time to reflect changes in law, technology, or service improvements. Continued use of the Dashboard constitutes acceptance of any updated Terms.
• The goal of these Terms is to protect both Agencies and citizens, ensure responsible use of the Dashboard, and uphold Kaci’s values of safety, trust, accountability, and transparency.
2. Agency Registration, Onboarding, and Module Access
2.1 Eligibility and Registration
Only companies, government ministries and agencies, nonprofits, institutions, or recognized groups of people (“Agencies”) are eligible to register for the Kaci Agency Dashboard.
To register, Agencies must provide accurate and verifiable information, including:
• Logo
• Title/Organization Name
• Resident Country
• Contact Number
• Website (if available)
2.2 Modules Selection
Agencies can select one or more of the following modules for access on the Dashboard:
• Consultation – Respond to citizen inquiries or provide guidance.
• iReport – Receive and manage citizen reports or submissions.
• Suggestion – Collect feedback, ideas, or recommendations from citizens.
• Emergency – Receive notifications for emergencies and alerts.
• Ambulance – Coordinate ambulance requests in real-time.
• TravelSafe – Manage travel related citizen requests.
2.3 Head Office and Location Setup
Agencies must provide:
• Head Office Email(s) and Contact Number(s)
• Head Office Address
Agencies with multiple locations must list:
• Location Name
• Location Email and Phone Number
Each location may assign agents with the following details:
• Name
• Image
• Phone Number
Access Control:
• Head office has full access to all dashboard data across locations.
• Individual locations have access only to data specific to their location.
2.4 Dashboard Account Creation
• Upon registration, Kaci Help will create a unique Agency Username and Password based on location names and agent details.
• Agencies are responsible for maintaining the security and confidentiality of their login credentials.
• Any unauthorized access must be reported to Kaci immediately.
2.5 User Interaction Through Dashboard
Agencies will be notified when a citizen selects them as the agency of contact in the app.
Agencies may engage with users through the Dashboard Live Chat, where they can:
• View user requests (with restrictions for anonymous submissions)
• Change request status: Pending → In–Review → Resolved
• Access dashboard summaries including counts of requests by status and time period (Today, This Week, This Month)
2.6 Handling Anonymous Requests
2.6.1 Agencies subscribed to Consultation or iReport modules may receive anonymous user submissions.
2.6.2 Agencies will not have access to identifying information (e.g., Kaci Secure Number, name, phone, address).
Agencies are strictly prohibited from:
• Attempting to identify anonymous users externally
• Contacting anonymous users in any manner
• Sharing or disclosing details of anonymous submissions
2.7 Code of Conduct and Compliance
• Agencies must respect user privacy, confidentiality, and anonymity at all times.
• Agencies must not threaten, harass, intimidate, or retaliate against any citizen using the Kaci app.
• Agencies must comply with all applicable laws and regulations, including data protection and cybersecurity laws.
2.8 Responsibility for Credentials
• Agencies are solely responsible for safeguarding their assigned username(s) and password(s).
• Sharing of login credentials with unauthorized persons is strictly prohibited.
• Agencies must immediately notify Kaci of any suspected unauthorized access, data breach, or misuse of credentials.
• Kaci shall not be liable for any damages, loss of data, or unauthorized actions arising from compromised Agency credentials.
2.9 FactCheck Initiative Compliance
Because Kaci operates in partnership with the FactCheck Initiative (FCI), Agencies must acknowledge the following:
• All Agency• provided information may be subject to fact-checking, verification, and validation before access is granted.
• Any misrepresentation, false submission, or attempt to register under fraudulent credentials will result in immediate suspension or permanent termination of the Agency account.
• By registering, Agencies agree to uphold FCI’s core values of transparency, accountability, and truth-based engagement in all citizen interactions.
2.10 Updating Agency Information
• Agencies must ensure their registration details remain accurate and current.
• Any changes to head office, location offices, or agent details must be promptly updated through the Dashboard or communicated to Kaci’s support team.
• Failure to maintain updated records may result in restricted access to the Dashboard.
2.11 Rejection or Suspension of Applications
Kaci reserves the right to:
• Reject incomplete or unverifiable applications.
• Suspend or terminate any Agency registration found to be in breach of these Terms.
• Deny access to Agencies whose activities may compromise citizen trust, violate data protection laws, or spread misinformation contrary to FactCheck Initiative’s mandate.
3. Dashboard Access and Features
The Kaci Agency Dashboard (“Dashboard”) is a secure, cloud-based interface that enables Agencies to interact with citizens, review requests, and manage responses in real time. Access to the Dashboard is a privilege, not a right, and is subject to compliance with these Terms of Use.
3.1 Access Levels
The Dashboard is structured to reflect an Agency’s hierarchy:
3.1.1 Head Office Access
• The Head Office account serves as the primary control center for the Agency.
• It provides full visibility across all modules, locations, and agent activities.
• Head Office users can monitor overall performance, assign responsibilities, and ensure accountability across multiple branches.
3.1.2 Location Office Access
• Location offices have restricted access limited to requests, chats, and data originating from their registered location.
• This structure ensures data segmentation and compliance with privacy principles by preventing unnecessary exposure to unrelated citizen information.
3.2 Citizen Interaction Features
Live Chat: When a citizen selects an Agency within the Kaci app, the Agency is notified instantly and may engage through the Dashboard’s secure chat interface.
Request Status Updates: Agencies can manage citizen requests by updating their status from Pending → In-Review → Resolved. This promotes transparency and helps citizens track progress.
User Request Details: Agencies may access details of each request, except in cases where the citizen has chosen anonymity (see Section 4: Handling Citizen Requests).
3.3 Dashboard Analytics and Summary
Agencies have access to a Dashboard Summary Panel, which provides:
Request Counts: Pending, In-Review, and Resolved requests categorized by module.
Time Based Metrics: Number of requests received today, this week, and this month.
Module Specific Insights: Breakdown of requests per module (Consultation, iReport, Suggestion, Emergency, Ambulance, TravelSafe).
Performance Monitoring: Data tools to help Agencies evaluate response times, resolution rates, and engagement effectiveness.
3.4 Notifications and Alerts
• Agencies will receive alerts when citizens initiate contact, submit a request, or provide updates.
• Alerts are delivered via the Dashboard interface and may also be sent via registered Agency email addresses for redundancy.
• Notifications are event driven and only triggered when a citizen selects the Agency in the app.
3.5 Data Security and Privacy Controls
• The Dashboard is hosted on secure cloud infrastructure, with encryption protocols designed to protect citizen and Agency data.
• Agencies may only access the data explicitly linked to their registered accounts and approved modules.
• Access logs are maintained to track all Agency activity on the Dashboard for audit and compliance purposes.
3.6 Limitations of Features
While the Dashboard offers advanced tools for engagement, Agencies acknowledge that:
• The system does not guarantee uninterrupted access, as downtime may occur due to maintenance, updates, or technical issues.
• Response success depends on Agency actions, not Kaci’s platform availability.
• Anonymous requests will restrict access to certain citizen details to protect user privacy (see Section 4).
3.7 FactCheck Initiative Oversight
To strengthen accountability:
• All Agency interactions may be subject to monitoring, auditing, and verification under the FactCheck Initiative framework.
• This ensures citizen interactions remain factual, respectful, and compliant with ethical standards.
• Any Agency found misusing Dashboard features for misinformation, harassment, or unlawful purposes will face immediate suspension.
3.8 Kaci Verify Hub (Strict Access)
The Kaci Verify Hub provides a secure environment for verified users and authorized agencies to search, view, and confirm user information. It can be accessed through the Kaci Help app under the “Profile” section by selecting “Verify Hub,” or via the following links: https://www.kaci.help/verify, or https://verify.kacihelp.com.
Users log in using their registered phone number and password, while agencies use their email and password. Only registered users and verified agencies can view, download, or confirm Kaci Security Number (KSN) details and search records.
Upon login, users can view and download their Kaci Help Card (KHC), which includes their Profile Image, KSN, Full Name, Phone Number, Email, Agency, Guardian Details, Country, Location, Address, Medication Details, Date of Birth, Blood Group, and QR Code.
Users or Agencies may search for other users by KSN only when a valid reason is selected from the approved Kaci Help Search Reasons Dropdown, which includes:
- Accident Victim: Unconscious
- Accident Victim: Conscious
- Robbery or Assault Victim
- Kidnapping/Abduction Case
- Missing Person Verification
- HMO Coverage Verification
- Medical Emergency: Chronic Condition
- Medical Emergency: Trauma/Injury
- TravelSafe Incident/Roadside Emergency
- Routine Patient Registration/Treatment Verification
- Security/Law Enforcement Verification
- Disaster/Mass Casualty Response
- Personal / Family Information
All searches must be made only when important, relevant, and necessary, and must strictly align with the selected reason. Unauthorized, curiosity-driven, or repeated searches without just cause constitute a violation of user privacy and may result in suspension or permanent restriction of access.
When a search is made:
–Users can view limited information of other users, such as Profile Image, KSN, Full Name (with verification badges), Agency, Blood Group, and Guardian Details.
–Verified agency accounts with strict privileges can search for users, by KSN, Phone Number, Name, or Reason, and may access full user details including Profile Image, Full Name (with verification badges), Country, Location, Address, Agency, Guardian Details, Medication Details, Date of Birth, and Blood Group.
-All searches are logged for security purposes. Kaci Administrator reserves the right to monitor search activity, contact users or agencies for verification, and suspend or permanently restrict access in cases of misuse or suspicious activity.
-Kaci Help fully complies with the Nigeria Data Protection Act (NDPA) and the regulations of the Nigeria Data Protection Commission (NDPC), as well as international standards under the General Data Protection Regulation (GDPR). All personal data processed through the Verify Hub is encrypted, stored securely, and accessed only under lawful and ethical conditions.
-Kaci Help does not share or sell user data to any third party. All access logs, including search reasons and timestamps, are recorded and monitored to ensure accountability. Persistent violations or abuse may lead to immediate suspension or permanent banning of access to the Verify Hub.
4. Handling Citizen Requests
The core purpose of the Kaci Agency Dashboard is to enable Agencies to receive, review, and respond to requests submitted by citizens through the Kaci app. To preserve trust, accountability, and privacy, Agencies must comply with the following provisions when handling citizen requests.
4.1 Types of Citizen Requests
Agencies may receive requests submitted through the following Kaci modules:
• Consultation – Citizens seeking advice, guidance, or support from professionals or registered institutions.
• iReport – Citizens reporting issues, incidents, or irregularities requiring follow-up.
• Suggestion – Citizens submitting recommendations or feedback.
• Emergency – Citizens contacting for urgent situations, including medical, safety, or crisis related matters.
• Ambulance – Requests for medical transport support.
• TravelSafe – Notifications triggered when a citizen has not checked in after logging travel details.
Each request type will display relevant information to the Agency, depending on whether the request was identified or anonymous.
4.2 Identified Requests
When a citizen chooses to submit a non anonymous request, Agencies may view details including name, contact information (where provided), and specific request content.
Agencies are responsible for:
• Reviewing requests promptly.
• Updating status from Pending → In–Review → Resolved.
• Using Live Chat to engage respectfully and professionally with the citizen.
Any misuse of identifiable citizen information is strictly prohibited.
4.3 Anonymous Requests
For requests submitted anonymously (especially under Consultation and iReport modules):
Agencies will not have access to the citizen’s full details, including the Kaci Secure Number (KSN) or other unique identifiers.
Agencies must respond only to the content of the request without attempting to uncover the citizen’s identity.
Agencies are strictly prohibited from:
• Threatening, harassing, or intimidating anonymous users.
• Making assumptions or disclosing details that could compromise anonymity.
• Attempting to track, identify, or reach anonymous users outside the Dashboard.
Violation of these provisions will result in immediate suspension or termination of the Agency’s account.
4.4 Professional Conduct Requirements
Agencies must:
• Treat every citizen request with respect, dignity, and impartiality.
• Avoid discriminatory practices based on race, religion, gender, politics, or other protected characteristics.
• Provide timely responses to requests and keep users informed about request status.
• Maintain neutrality and avoid using the Dashboard for political, commercial, or propaganda purposes.
4.5 Request Status Management
Every request received must be tracked and managed using the Dashboard’s status tools:
• Pending – Request has been received but not yet reviewed.
• In-Review – Request is being actively considered or worked on.
• Resolved – Request has been addressed and closed.
Status updates must accurately reflect the progress of each request to maintain transparency and citizen trust.
4.6 Data Access Restrictions
• Agencies are granted access only to requests submitted directly to them by citizens through the app.
• Cross access to requests intended for other Agencies is prohibited.
• All data is segmented to ensure location offices only view requests linked to their specific location.
4.7 FactCheck Initiative Safeguards
To ensure ethical handling of requests:
• The FactCheck Initiative (FCI) may audit random or flagged citizen interactions for compliance.
• This oversight helps prevent misinformation, ensures requests are treated factually, and protects the anonymity rights of citizens.
• Agencies found to be in breach of FCI’s verification standards risk suspension or permanent deactivation.
4.8 Liability Disclaimer for Requests
• Kaci is a facilitator of communication, not a direct responder.
• Agencies are solely responsible for addressing, resolving, or escalating citizen requests.
• Kaci does not guarantee that every request will be delivered without delay or error.
• Citizens are advised to always contact local emergency services directly for urgent or life-threatening situations.
5. Responsibilities of Agencies
• Agencies must use the Dashboard solely for the modules selected during registration (Consultation, iReports, Suggestion, Emergency, Ambulance, TravelSafe).
• Any attempt to access or manipulate modules not authorized during registration is strictly prohibited.
• Agencies are expected to respond promptly to citizen requests, submissions, or notifications through the Dashboard.
• All interactions with citizens must be professional, courteous, and respectful, maintaining a high standard of integrity and service.
• Agencies must protect the confidentiality of all citizen data, including personal information, anonymous submissions, and any other sensitive details.
• User information must never be disclosed, shared, misused, sold, or exploited for any unauthorized purpose.
• Agencies must comply with applicable data protection laws and regulations in their jurisdiction.
• All agents assigned to Dashboard locations must act ethically and responsibly.
• Agencies must ensure that agents do not threaten, harass, intimidate, or retaliate against citizens for any reason.
• Agencies are accountable for the behavior of all agents, including head office staff and location based personnel.
• Agencies must maintain the security of all login credentials provided by Kaci.
• Any suspected or confirmed unauthorized access to the Dashboard must be reported immediately to Kaci Help.
• Agencies must implement internal protocols to prevent unauthorized access by employees, contractors, or third parties.
• Agencies must provide truthful and accurate information during registration, including logo, contact details, location information, and agent information.
• Updates to agency information, including changes in agents or locations, must be promptly communicated to Kaci Help.
• Agencies must comply with all applicable laws, regulations, and Kaci policies in their use of the Dashboard.
• Agencies acknowledge that any breach of these responsibilities may result in suspension, termination, or legal action.
6. User Privacy and Anonymity
Kaci Help, operated under the FactCheck Initiative (FCI), prioritizes the protection of user identity and ensures that agencies handle citizen data with the highest level of responsibility. By using the Agency Dashboard, all Agencies agree to the following conditions regarding user privacy and anonymity:
6.1 Respecting Anonymity
Certain modules, including Consultation and iReports, may allow citizens to submit requests anonymously.
In such cases, Agencies will not have access to sensitive identifying information such as:
• Kaci Secure Number (KSN)
• Full Name
• Phone Number
• Address
• Other personally identifiable details not intended for disclosure.
Agencies are required to process and respond to anonymous reports without seeking further identification unless the citizen voluntarily provides it.
6.2 No Attempts to Unmask Users
Agencies are strictly prohibited from attempting to trace, investigate, or reveal the identities of anonymous users through internal systems, third-party tools, or external collaboration.
Any such attempt will be considered a serious breach of this Agreement and may result in immediate termination of Agency access, legal consequences, and reporting to relevant authorities.
6.3 Confidentiality Obligation
All submissions, anonymous or identified, must be treated with strict confidentiality.
Agencies may only use the information provided for the purposes intended under the selected module (e.g., responding to an iReport, reviewing a Consultation request).
Agencies must implement internal safeguards, such as secure data handling policies and restricted staff access, to prevent unauthorized disclosure.
6.4 No Harassment or Retaliation
Agencies must never engage in harassment, intimidation, or retaliation against any user based on their submission.
Agencies must not:
• Contact users outside the Kaci Dashboard live chat system.
• Threaten citizens regarding their submissions.
• Mention user details inappropriately, especially if anonymity is requested.
Any violation of this clause will trigger immediate suspension of Dashboard access and may attract liability under privacy, human rights, and digital safety laws.
6.5 Data Responsibility and Ethical Use
Agencies acknowledge that information on the Kaci Dashboard represents sensitive community and individual reports.
Agencies agree to use such information solely for the purpose of engagement, resolution, and service delivery in line with their institutional roles.
All actions taken on the Dashboard are logged for accountability and transparency.
6.6 Alignment with FactCheck Initiative
As Kaci Help operates under the FactCheck Initiative, Agencies further commit to ensuring that all interactions with citizen reports align with FCI’s mission of promoting truth, accountability, and safety in society.
Any attempt to misuse or manipulate citizen submissions for misinformation, propaganda, or malicious targeting will result in strict sanctions and potential blacklisting from the platform.
7. Data Security and Compliance
Kaci Help, through the FactCheck Initiative (FCI), provides Agencies access to sensitive citizen submissions via the AI Agency Dashboard. To protect users, Agencies must adopt and maintain strong data protection practices in line with both local and international standards.
7.1 Security Responsibilities
Agencies are solely responsible for securing their access to the Kaci AI Agency Dashboard.
Agencies must:
• Use strong passwords and update them regularly.
• Enable two-factor authentication (2FA) where applicable.
• Limit dashboard access to authorized staff members only.
• Immediately report any suspicious account activity to Kaci Help.
7.2 Handling of Data
• All citizen submissions, whether anonymous or identified, must be handled as confidential records.
• Agencies may only access, store, or process data for the purpose of resolving issues, reviewing reports, or engaging citizens as allowed by the relevant module.
• Agencies are prohibited from copying, exporting, or transferring dashboard data to unauthorized external systems.
7.3 Breach Notification
In the event of a suspected or confirmed data breach, the Agency must:
• Notify Kaci Help immediately.
• Cooperate fully with Kaci Help and FCI in investigating the breach.
• Take urgent steps to contain and remediate the breach.
Failure to report a breach promptly may result in termination of Agency access and potential legal action.
7.4 Legal and Regulatory Compliance
Agencies agree to comply with all applicable data protection and privacy regulations, including but not limited to:
• Nigeria Data Protection Regulation (NDPR)
• General Data Protection Regulation (GDPR), where applicable to EU residents
• Any other regional or sector specific data privacy laws governing their operations.
Agencies must also ensure that all staff members using the Dashboard are trained on data handling and privacy obligations.
7.5 Monitoring and Auditing
• All actions taken on the Kaci Dashboard are automatically logged for security and accountability purposes.
• Kaci Help reserves the right to audit Agency activity logs to ensure compliance with this Agreement.
• If misuse or non-compliance is detected, Kaci Help may suspend or permanently revoke the Agency’s dashboard access.
7.6 Data Retention and Deletion
• Agencies must not retain citizen data beyond what is necessary for resolution or service delivery.
• Upon closure of a case or completion of a report, Agencies must rely solely on Dashboard records and must not maintain external unauthorized copies.
• If an Agency is removed or withdraws from the platform, Kaci Help reserves the right to immediately revoke access and delete related data from Agency control.
7.7 Shared Responsibility Model
Data security on the Kaci Dashboard follows a shared responsibility model:
• Kaci Help ensures that the platform infrastructure is encrypted, monitored, and secure.
• Agencies are responsible for ensuring their internal teams use the Dashboard responsibly and securely.
• Both parties must collaborate in the event of suspected cyber attacks, breaches, or unlawful data use.
8. User Content and Agency Obligations
Agencies subscribing to Kaci AI Dashboard modules, including Consultation, iReport, Suggestion, Emergency, Ambulance, and TravelSafe, must handle user submitted content responsibly and comply with the following obligations:
8.1 Purpose and Scope of Use
Agencies may access user submissions solely to provide assistance, respond to requests, or engage citizensthrough the dashboard.
Agencies are prohibited from using dashboard data for any purpose outside the stated modules, including marketing, commercial exploitation, or sharing with third parties.
8.2 Access Control
Head Office Access: The head office has full access to all dashboard data across all locations.
Location Specific Access: Branch or location offices may only view submissions, requests, and reports related to their designated location.
Agencies must ensure that staff members do not access data beyond their assigned permissions.
8.3 Handling Anonymous Submissions
For modules allowing anonymous submissions (Consultation, iReport):
• Agencies will not see full user details (such as Kaci Secure Number, phone number, or other personally identifying information).
• Agencies must not attempt to contact, unmask, or trace anonymous users by any means.
• Agencies are strictly forbidden from threatening, harassing, or retaliating against anonymous users.
8.4 Responding to Requests
Agencies may use the Dashboard Live Chat to engage users who select them as their agency of contact.
Agencies may update request statuses from Pending → In–Review → Resolved directly within the chat interface.
Agencies may view request details but must adhere to privacy and confidentiality rules.
8.5 Reporting and Metrics
Agencies have access to dashboard summaries to track:
• Counts of requests Pending, In-Review, or Resolved
• Total requests per module for Today, This Week, and This Month
These metrics must be used to improve service delivery and internal reporting, not for external exposure or data manipulation.
8.6 Prohibited Actions
Agencies must not:
Attempt to unmask or contact anonymous users.
Share, sell, or publicly disclose user submissions.
Use submissions to threaten, intimidate, or otherwise harm users.
Allow unauthorized staff or third parties access to the Dashboard.
Alter or falsify request records or metrics.
8.7 Duty of Care
Agencies must ensure that all staff members using the dashboard are trained in privacy, confidentiality, and proper handling of citizen submissions.
Agencies must immediately report any misuse, policy violation, or suspicious activity observed within their team.
8.8 FactCheck Initiative Collaboration
-Agencies acknowledge that some dashboard data may be monitored or audited by the FactCheck Initiative (FCI) to ensure accuracy, reliability, and responsible engagement.
-Agencies agree to cooperate fully with FCI reviews, audits, or investigations into dashboard activity.
9. Disclaimer and Limitation of Liability
9.1 General Disclaimer
• The Agency Dashboard and related services are provided by Kaci Help on an “as is” and “as available” basis, without any warranties, whether express or implied, including but not limited to warranties of accuracy, completeness, reliability, merchantability, or fitness for a particular purpose.
• While Kaci Help strives to maintain system functionality and provide timely, accurate information, the platform may experience interruptions, errors, or delays. Kaci does not guarantee that any user submissions, reports, or system features will be complete, error free, or uninterrupted.
9.2 No Agency Control Over User Content
• All content submitted by users (including reports, iReports, consultations, or suggestions) is generated independently by the users. Kaci Help does not verify, validate, or endorse user content.
• Agencies acknowledge and accept full responsibility for all actions, responses, or operational decisions taken based on information obtained through the Dashboard. Kaci is not responsible for any consequences arising from agency interpretation, use, or misuse of user content.
9.3 Limitation of Liability
To the maximum extent permitted by applicable law, Kaci Help, its affiliates, officers, employees, partners, or licensors shall not be liable for:
• Any direct, indirect, incidental, consequential, special, or punitive damages arising from agency use of the Dashboard;
• Losses, errors, or damages resulting from inaccurate, incomplete, or misleading user submitted content;
• Misuse, unauthorized access, or actions by agency personnel, contractors, or third parties;
Any operational or business decisions made by agencies based on information accessed via the Dashboard.
9.4 Indemnification
Agencies agree to fully indemnify, defend, and hold harmless Kaci Help, its officers, employees, partners, and affiliates from any claims, losses, liabilities, damages, fines, or expenses (including legal fees) arising from:
• Their use or misuse of the Dashboard;
• Violation of these Terms;
• Misconduct, negligence, or inappropriate interactions with users.
9.5 Compliance with Laws
• Agencies must comply with all applicable local, national, and international laws, including but not limited to data protection, privacy, cybersecurity, and anti-corruption regulations.
• Kaci Help is not responsible for any legal violations or regulatory infractions committed by agencies or their staff while using the Dashboard.
9.6 Third-Party Integrations
• The Dashboard may integrate with third-party platforms, services, or APIs. Kaci Help does not guarantee the functionality, security, or reliability of third-party services.
• Agencies remain fully responsible for reviewing third-party terms of service and ensuring compliance with any applicable requirements. Kaci Help is not liable for interruptions, errors, or damages arising from third-party integrations.
9.7 FactCheck Initiative Oversight
• Kaci Help partners with the FactCheck Initiative (FCI) to promote responsible and accurate use of dashboard data.
• Agencies agree that Kaci Help and FCI may monitor, audit, or review agency activity to protect user privacy, data integrity, and compliance with these Terms.
• This oversight does not make Kaci liable for any agency misuse or errors; responsibility remains solely with the agency.
10. Termination of Access
Termination by Agency: Agencies may request termination of their Dashboard access at any time by contacting Kaci Help support.
• Violates any provision of these Terms of Use
• Engages in unauthorized attempts to identify or contact anonymous users
• Breaches confidentiality, threatens, harasses, or retaliates against citizens
• Provides false, misleading, or fraudulent information during registration
Effect of Termination: Upon termination:
• Agency login credentials will be deactivated
• Access to all Dashboard data will be revoked
• Pending requests may be retained by Kaci for compliance and auditing purposes
11. Governing Law
These Terms of Use are governed by and construed in accordance with the laws of the Federal Republic of Nigeria.
• Any disputes arising from or relating to these Terms, the use of the Dashboard, or interactions with citizens via Kaci must be submitted to the competent courts within Nigeria.
• Kaci Help and Agencies agree to seek amicable resolution of disputes before pursuing legal action, where feasible.
